In 2019, the Tallinn Transport Department launched a call for tenders for the preparation of a traffic survey to assess the efficiency and priority of the construction of four strategic facilities in the street network of the city. The task was to investigate the impact that the construction of the Small Tallinn Ring Road, a third lane on Järvevana tee, a multi-level railway crossing in Tondi, and a connecting road between Tervise Street and Viljandi maantee would have on traffic in Tallinn. Using modelling, we compared various scenarios, their impact on different parts of the street network, and ranked the facilities by priority.
